How to describe a sinister street ... NEED HELP ?

Add in street lamps which aren't working properly, flickering on and off, leaving pools of shadow and dark light. And a creaking door, or rattling windows in the gusts of wind. And soft footfalls, the sounds of someone who wanted to stay lurking in the shadow, unseen. And the sound of splintering glass, a broken window. A siren, heard dimly in the distance-help that was far away and wasn't coming to this forsaken wilderness.
